The appointment, made by the President of the French Republic, was announced on the 21 May 2015 in a published council of ministers’ decree. The appointment was carried out after hearings for Ms Borne took place before the Sustainable Development and Town & Country Planning commissions in the National Assembly on the 12 May and Senate on the 13 May, in accordance with the provisions stipulated in article 13 of the French Constitution. Both assemblies were in favour of Ms Borne’s appointment. The RATP board of directors convened a meeting on 4 May to submit the appointment of Ms Borne, as president and chief executive of RATP, to the government.

Elizabeth Borne, current chief of staff at the Ministry for Ecology, Sustainable Development and Energy, graduated from Ecole Polytechnique and served in various positions in the French equipment ministry and the equipment directorate for the region of Paris. Ms Borne was then appointed technical advisor for transport and then advisor for urban development, equipment, housing, transport and the city in the Office of the Prime Minister between 1997 and 2002. Following on from this Ms Borne served as strategy director and member of the executive committee in SNCF, a position she held until 2007. Elizabeth Borne subsequently worked as concessions director in Eiffage and then as director general of urban development for the city of Paris authorities before being appointed Prefect of the Poitou-Charentes and Vienne region until last year.

Elisabeth Borne commented on her appointment: “It is with great pride that I welcome this appointment to join RATP today. RATP is a great enterprise. It is very attached, as I am, to the values of public service and stands at the heart of vital stakes and extraordinary challenges. I wish to mobilise the full potential and diversity of talent of RATP staff members within the organisation and make it the company that sets the standards for sustainable mobility. I also wish to devote my experience to a dynamic and profitable strategy of development whilst fully upholding labour dialogue.”
